Aim of Grant Competition

LEPL Center for Electoral Systems Development, Reforms and Trainings announces grant competition from August 9, 2013, aiming to reveal projects, which will support the accomplishment of projects focused on improvement of the election environment.

Grant direction:

“Research and Analysis of Election Environment”

Major directions of the Grant Project:

Grant project should correspond with the given aim and cover the accomplishment of the research in one of the below listed directions:

I. Study/analysis of the educational programs of the voters (e.g., identification of subjects accomplishing educational programs in the election field, including by election administration), studying of the activities of voters in educational programs managed by them, evaluation of the results and revealing of needs for further initiatives, etc).

Research presented in this direction should cover the period of 2012 Parliament and 2013 Presidential elections.

II. Study/analysis of the capabilities of the qualified election subjects (e.g. structural development , activity of party, including in trainings and other similar events), studying of communication means and forms with the voters, evaluation of the capabilities, identification of needs for providing the competitive political environment.

Research presented in this direction should cover the period 2013 Presidential election.

III. Evaluation of capabilities of the observing organizations (e.g. identification of the local non-governmental organization network observing the elections) studying of educational or other measures for their strengthening and improving of qualification,  evaluation of the results, identification of needs for providing qualified observing functions by the NGOs., )

Research presented in this direction should cover the period 2013 Presidential election.

Additional requirements for the grant project:

• Projects presented within the competition should clearly cover the methods selected for research; m
• Grantee is obliged to present the research outcomes to the grant competition commission in the form of presentation.     

Financing limits of grant project:

60 000 Gels at most

Duration:

From September 5, 2013 to December 25, 2013

Participants:

Any local noncommercial (nonprofit) legal entities registered pursuant to the legislation of Georgia at the moment of competition announcement.

Nongovernmental organization must present the following documentation for participation in grant competition:  

a) Application for participation in competition (Annex #1 Available in Georgian);

b)  Description and statement of grant project;    (Annex #2 Available in Georgian);

c)  Detailed budget of project (Annex #3 Available in Georgian);

d)  One –page project resume;

e) Exctract from the Registry of Entrepreneurial and nonentrepreuniral (noncommercial) legal entities and incorporational document according to the legislation (2013) and duly certified incorporation documents (charter, bylaws, etc);  

f) Any other documentation better presenting submitted grant project.

 Note 

• Incomplete documentation shall be rejected.  
• Pursuant to 10^th paragrapoh of 30¹ article of the Law of Georgia “About Political Unions of Citizens”, annual grant sum per one non-governmental organization shouldn’t exceed 121 900 (one hundred twenty-one thousand and nine hundred) Gels.   

Grant competition schedule:

• Competition announcement – August 9, 2013   
• Competition documentation should be presented – August 12 – August 23, 2013
• Review of Projects – August 29, 2013
• Competition results – August 29, 2013
• Conclusion of the contracts – September 2-3, 2013

Competition documentation should be presented via Written and e-form (CD) according to competition schedule, 10:00-17:00 (except weekends) address: 13^th km of David Agmashenebeli Highway.

Reviewing authority: 

Competition commission reviews correspondence of grant projects with competition aims and requirements, without attending representatives of nongovernmental organizations presenting the projects.

Commission is authorized to request additional information on grant project from project presenting nongovernmental organization, which is obliged no later than 2 days to present relevant information to the Commission, in written form.

Competition commission shall estimate the grant projects according to the criteria  (Available in Georgian) given in the annex.

Note: Participants will be notified about competition results via e-mail notification; information on selected project (s) shall be placed on official webpage of the Center - www.electionreforms.ge
