Conditions of the Competition for the Selection of the Trainers of Georgia Election Administration
From April 24, 2014 the Center of Electoral Systems Development, Reforms and Trainings, a LEPL, under the UNDP Program Project Strengthening Reliable and Sustainable Electoral Institutions and Processes is announcing the competition for the selection of the Election Administration trainers. The trainers will be in charge of the following activities:
a) Organize the delivery of a training course on election legislation for the Election Administration officers (members of district/precinct election commissions);
b) Carry out a training course on election legislation for the Election Administration officers (members of district/precinct election commissions);
c) Submit the report of performed activities to the Center of Electoral Systems Development, Reforms and Trainings.
Attention!
Throughout the period of performance of trainer activity an individual selected as a result of the competition has to be independent, consciencious and impartial. The Trainer shall refrain from an action that may be perceived as supporting/directed against any party or electoral subject. The breach of the above-mentioned requirement will result in the termination of a contract with the trainer.
Competition program:
a) Constitution of Georgia;
b) The Organic Law of Georgia the Election Code of Georgia;
с) General Administrative Code of Georgia.
Qualification requirements:
Mandatory:
a) higher education;
b) prior experience as a trainer, teacher or a lawyer;
c) knowledge of computer programs (MS Office Word, MS Office Excel, MS Office Powerpoint, Web Services (Internet);
d) ability to convey information verbally and academic writing skills;
e) high sense of responsibility, punctuality, organized nature, communication, attention focusing and logical thinking skills.
Desirable:
a) legal education;
b) prior experience as a trainer in the field of elections;
c) practical experience in the field of elections;
d) prior experience of work at the Election Administration;
e) election Administration officer certificate;
f) BRIDGE Certificate in the field of elections;
g) knowledge of ethnic minorities language (to deliver training in ethnic minority region).

Competition format:
a) The selection of applicants listed in the Election Administration Integrated Pool of Trainers will be performed only subject to the evaluation of the application documents submitted by such applicants.
b) Selection of the applicants not listed in the Election Administration Integrated Pool of Trainers will be performed in two stages: on the basis of 1) evaluation of competition documents submitted by such applicants and 2) interviews with short-listed candidates.
