The Central Election Commission (CEC) and the LEPL Centre for Electoral Systems Development, Reforms and Trainings (Training Centre) continue to actively implement activities in the field of electoral civic education, which has been identified as a priority objective in accordance with the 2026 Action Plan. In line with the concept developed for this purpose, particular attention is devoted to young people.
Starting this September, the Training Centre is launching the implementation of its authorial program in electoral law at partner universities. The beneficiaries of the educational project are third- and fourth-year bachelor’s degree students enrolled in programs in law, social sciences and journalism.
The program aims to raise electoral awareness among young people while also developing the skills necessary for fostering informed, critical-thinking and responsible citizens.
According to the syllabus developed by the Training Centre, students will learn about domestic regulations related to elections; international standards and practices for the conduct of elections; mechanisms for election coverage and the provision of information; the process of modernizing elections through the use of electronic technologies; the administration of elections in Georgia; and electoral services available to voters. Learning outcomes are assessed through final examinations.
During the autumn semester of the 2026–2027 academic year, the program will be implemented at seven partner universities: Ivane Javakhishvili Tbilisi State University; Ilia State University; Grigol Robakidze University; Caucasus International University; Georgian International University (GIU); Gori State University; and Samtskhe-Javakheti State University.
Within the framework of the memorandums signed between the CEC, the Training Centre and the universities, the authorial program in electoral law has been continuously implemented since 2010 at partner universities in Tbilisi and the regions. To date, nearly 10,400 students have participated in the project.
