For the October 3, 2026, by-elections of municipal councils, Precinct Election Commission (PEC) members underwent intensive training under the auspices of the CEC and the Training Centre. The trainings were conducted in the municipalities of Tsalka, Akhmeta, Dmanisi and Vani from September 2 through September 21.

In accordance with the concept developed by the Training Centre, different training formats were provided for PECs that will administer the voting process with and without the use of electronic voting machines. PECs using electronic voting machines received training in five stages, while training for the other PECs was delivered in four stages.

As part of the trainings, PEC members received detailed instruction on the services provided to voters and the practical aspects of their implementation, considering the specifics of voting procedures. For PECs where voting will be conducted using electronic voting machines, particular emphasis was placed on practical training in operating the machines.

Given the importance of the professional training of election administrators, the Training Centre’s concept also provides for an additional stage of training. The target audience includes PEC head officials and members who were unable to undergo the relevant stage of training or who were replaced during the course of the trainings.
