As part of the project for the professional training of election administrators for the by-elections of municipal councils to be held on 3 October 2026, the CEC and the Training Centre conducted an instructional session for District Election Commissions. The target audience comprised the full membership of District Election Commissions N25 Tsalka, N53 Vani, N18 Akhmeta and N24 Dmanisi.
The meeting was opened by CEC Deputy Chair Giorgi Sharabidze and Director of the Training Centre Natia Zaalishvili. They emphasized the importance of the engagement of each member of the respective election commissions and adherence to professional standards in ensuring the provision of qualified services to voters.
The information session was held on September 16. In accordance with the concept developed by the Training Centre, the specialized programme for District Election Commissions was delivered in a hybrid format, combining remote training with practical instruction conducted on-site at the premises of the respective commissions.
During the remote information session, representatives of the Training Center discussed in detail with the participants the practical aspects of activities falling within the mandate of District Election Commissions. Particular attention was focused on the following key areas: international electoral standards and facilitating election observation; protection of voters’ rights and an inclusive electoral environment; supervision and coordination of the activities of Precinct Election Commissions; preparation and technical provision of polling stations; tabulation, verification and recounting of election results; consideration of Election Day applications and complaints, and ensuring the participation of stakeholders in the process.
As part of the information session, a demonstration of the operation of electoral electronic devices was also conducted for members of District Election Commissions N25 Tsalka and N53 Vani. The practical component was carried out at the premises of the respective District Election Commissions following the completion of the remote session. Participants reviewed the functionality of the voter verification device and the special electronic vote-counting device.
A total of 43 members participated in the informational-training project conducted for members of District Election Commissions.
