Training Cycle for Precinct Election Commission Members Starts for the 2026 By-Elections

The CEC and the Training Centre are launching an intensive training program for the members of Precinct Election Commissions (PECs) for October 3, 2026 to municipal representative bodies (Sakrebulos) to be held in the municipalities of Tsalka, Akhmeta, Dmanisi and Vani.

According to the training concept developed by the Training Centre, the training programme for PECs that will conduct voting using electronic voting machines will be delivered in five stages, while specialised training for PECs that will conduct voting without the use of electronic machines will be carried out in four stages.

The first stage of training is scheduled for September 2, 2026, and will focus on the retraining of PEC leadership: the commission chairperson, deputy chairperson and secretary.

According to the specialised programme, participants will receive comprehensive information on the services to be provided to voters within the competence of the PEC during the period prior to the Election Day. These include: the service for verifying and updating voters’ data in the unified voter list; the service aimed at facilitating participation in voting through a mobile ballot box; and the service aimed at facilitating the participation of wheelchair users in the voting process. In addition, with the aim of standardising administrative procedures within PEC, the leadership will strengthen their procedural knowledge regarding the rules for maintaining the registration journal.

The training sessions will be based on practical learning and will include various types of thematic exercises.
