The 2026 University Study Program Begins as Part of the Youth Electoral Awareness Raising Project

The CEC and the Training Centre actively continue their work in the direction of electoral civic education, which is defined as a priority task in accordance with the 2026 Action Plan. According to the concept developed for this purpose, special attention will be conceded to young people.

Starting in March of this year, the Training Centre will begin implementing its authorial program in the field of electoral law at partner universities. The beneficiaries of the study project are III-IV undergraduate students from the faculties of law, social sciences, and journalism.

The program is oriented at increasing electoral awareness among young people and, at the same time, developing the skills necessary for forming informed, critically thinking, and responsible citizens.

According to the syllabus developed by the Training Centre, students will will get acquainted: domestic regulations related to elections; international standards and practices for conducting elections; election coverage and information provision mechanism; the process of election modernization using electronic technologies; the administration of elections in Georgia and the electoral services offered to voters. Study outcomes are evaluated by final exams.

The Spring Semester Program of 2026 will be implemented at 9 partner universities: Ivane Javakhishvili Tbilisi State University; Ilia State University; Gori State University; Samtskhe-Javakheti State University; Iakob Gogebashvili Telavi State University; Grigol Robakidze University (Batumi branch); Caucasus International University; Georgian International University GIU; and East European University.

For the implementation of the university program, the Training Centre conducted training for the lecturers involved in the course. During the meeting, key legislative updates, updated learning modules, and their study methodology were discussed. In addition, the results of last year’s project, implemented in 9 universities, were summarized. A total of 764 students participated in the project.

Within the framework of the memorandum signed between the CEC, the Training Centre, and the universities, the authorial program in electoral law has been continuously implemented since 2010 in partner universities operating in Tbilisi and the regions. To date, around 9900 students have participated in the project.
