As part of the preparatory phase for October 4, 2025 elections, the Training Centre held an informational meeting with representatives of penitentiary institutions where polling stations created in exceptional cases for elections are operating.

The informational meeting was held in cooperation with the Special Penitentiary Service. Within the framework of the specialized program the Training Centre introduced the following key issues to the participants:

• Rules for placing agitation campaign materials in penitentiary institutions and conditions for informing defendants/convicts with the right to vote;
• Procedures for voter participation in the polling process; Protecting the rights of prisoners and ensuring equal conditions during the polling process, including guarantees of the secrecy of vote, free expression of will, and protection of personal data;
• Persons entitled to be present in the polling station and their legal status;
• Logistical issues and security of the polling station setup.

The goal of the project is to promote the participation of defendants/convicts with the right to vote in elections and the realization of their universal suffrage.

As it known, for the elections of October 4, 2025, polling stations were established in exceptional cases in penitentiary institutions No. 1, N2, N3, N5, N8, N12, N14, N15, N17, within the operational areas of the District Election Commissions of N10 Gldani, N20 Rustavi, N27 Mtskheta, N58 Tskaltubo, N59 Kutaisi, N60 Ozurgeti and N79 Batumi.
