In order to facilitate the participation of voters in penitentiary institutions in the Municipal Elections of October 4, 2025 and to realize their universal suffrage, the Training Centre will provide training for members of ten Precinct Election Commissions (PEC) created in exceptional cases.
Within the framework of the training program, the PECs head officials and members will strengthen their practical skills in managing the polling process, will receive specialized knowledge about the activities to be carried out and the standards, the uniform implementation of which is essential in the process of providing qualified service to voters.
Trainers trained by the Training Centre will introduce the following key issues to the PEC members (full composition):
- Preparation of the PEC for E-Day (election documentation/inventory to be received from the District Election Commission, arrangement of the polling station building, allocation of a place for photo and video recording);
- Professional standards to be considered in the process of the PEC's activities (principles of legality, political neutrality, professionalism, ethics);
- The rules for distributing the functions to be performed by the PECs members on E-Day to provide services to voters and the techniques for their performance (functions of the flow regulator, registrars, members acting as supervisor of the special envelope and ballot box, and members accompanying the mobile ballot box);
- Determining voter activity during the polling process at the polling station;
- Procedure for sorting ballots at the polling station (grounds for the validity/invalidity of ballot papers; procedure for the PEC to make a decision on a ballot paper considered suspicious);
- Ensuring the involvement of observers and representatives of election subjects in the vote counting process and the scope of their observation;
- Summarizing of polling results at the polling station (procedure for filling out protocols, ensuring their publicity, and the procedure for issuing certified copies of protocols upon request by persons entitled to be present in the polling station);
- E-Day announcement/response to complaints;
- Logistical process to be carried out by the PEC after the completion of the polling process (election documentation and inventory to be submitted to the commission).
The training will be based on practical training, and various thematic exercises will be performed.
