From September 21, 2025, the III stage of training begins for those Precinct Election Commissions (PECs) which conduct the polling process without using electronic voting machines. The target audience at this stage of retraining are the PECs’ head officials (commission chairperson, deputy chairperson and commission secretary).

The Training Center trainers will provide participants with detailed information regarding the implementation of organizational and supervisory powers of PEC head officials. The following main aspects are considered:

• Procedures to be carried out at the polling station before the start of the voting process on E-Day (including registration of persons entitled to be present at the polling station);
• Procedures to be followed to ensure the voting process using a mobile ballot box (including to identify supervisors by drawing lots from among those authorized to be in the building);
• Determining voter activity during the polling process at the polling station;
• Procedures to be followed from the closing of the polling station to the compilation of the summary protocol of voting results (including opening of main and moboile ballot boxes, sorting and counting of ballot papers by counters; ensuring the involvement of observers, representatives of election subjects and the scope of observation to be carried out by them);
• Summarising of the voting results at the polling station (procedure for filling out protocols, ensuring their publicity and the procedure for issuing certified copies of protocols upon request by persons entitled to be present in the polling station);
• Logistical process to be carried out by the PEC after the completion of the polling process (election documentation and inventory to be submitted to the District Election Commission).

The study process will be based on practical training, various thematic exercises will be performed. Participants will get acquainted with the memorable instructions prepared for PECs by the CEC and the Training Centre. The aforementioned supporting resources systematize the activities to be performed by the head officials and members of the commission according to their functions, which aims to facilitate the uniform use of information received during trainings in practice and the organized conduct of the polling process.
