II Stage Trainings for Precinct Election Commissions Conducting Pollimg Process Without the Use of Electronic Devices

From September 9, 2025, the II stage of trainings starts for those Precinct Election Commissions (PEC) that conduct the polling process without the use of electronic devices. At this stage, the target audience is PEC head officials (commission chairperson, deputy chairperson) and members.

The trainers of the Training Centre will provide participants with detailed information about the role and powers of PEC members in the election administration process. The following key aspects will be discussed:

  • PEC preparations for E-day (election documentation/inventory to be received from the District Election Commission, arrangement of the polling station building, allocation of a place for photo and video recording);
  • Professional standards to be considered in the process of the PEC’s activities (principles of legality, political neutrality, professionalism, ethics);
  • Rules for distributing functions to be performed by PEC members on E-day to provide services to voters and the techniques for their performance (functions of the flow regulator, registrars, members acting as supervisor of the special envelope and ballot box, and members accompanying the mobile ballot box);
  • Determining voter activity during the voting process at the polling station;
  • Procedure for sorting ballots at the polling station (grounds for the validity/invalidity of ballot papers; procedure for the PEC to make a decision on a ballot paper considered suspicious);
  • Ensuring the involvement of observers and representatives of election subjects in the vote counting process and the scope of their observation.

Participants will also get acquainted to the mechanisms for preventing and managing possible procedural risks on E-day. The trainings will be based on practical teaching method - commission members will perform relevant functions within the framework of episodic simulations, and the PEC chairman will demonstrate in practice how to operate a tablet intended for polling administration.

Trainers trained by the Training Centre will conduct II stage trainings from September 9 to 20, 2025. The schedules are available at the link (in Georgian). If changes are made, the information will be reflected immediately.
