As is known, on October 4, Georgian citizens will elect members of municipal councils and mayors of self-governing cities/communes. On the polling stations opened across the country, voting will be held electronically at 2,284 precincts, and traditionally at 767 precincts.
Considering the procedural specifics of conducting elections, the CEC and the Training Centre have prepared various types of informational-training resources, which depict in detail the legal status of election administrators and persons entitled to be present at polling stations, ethical standards, and practical aspects of their activities. This serves to facilitate the organized conduct of the polling process and raise awareness of the importance of professional cooperation with a focus on voter interests.
The informational-study resources prepared for the elections include the following:
(Includes information on issues within the competence of the District Election Commission - to ensure the conduct of elections both with and without the use of electronic devices)
(Intended for polling stations conducting polling process with or without the use of electronic devices)
(Represents a supporting resource, aimed at facilitating the head officials and members of election commissions to conduct their activities in an organized and consistent manner in accordance with the functions to be performed on E-Day)
(Includes instructions for election commissions on preventive measures and response mechanisms to be implemented to ensure the security of the election process)
The informational-study resource is available at the link (in Georgian and ethnic minorities languages). Election commissions will also be provided with this useful material in tangible form to facilitate the effective implementation of their functions on Election Day. The manuals and memorable instructions for Precinct Election Commissions have been translated into ethnic minority languages (Armenian and Azerbaijani).
To ensure an inclusive electoral environment, the CEC and the Training Centre offer interested individuals, as an additional resource, a distance study course "Promoting Independent Participation of Voters with Disabilities in Elections" (in Georgian). The platform provides access to the thematic information without limitations in time and space. Important issues are discussed within the course, such as: etiquette for speaking with voters with disabilities, norms of behavior, and services implemented to support their independent participation in elections. The text task block integrated into the electronic study program creates an additional opportunity for knowledge verification. After successfully completing the testing process, the user receives an electronic certificate.
