For the municipal elections on October 4, 2025, 767 of the 3,051 Precinct Election Commissions (PEC) established across Georgia will conduct polling without the use of electronic devices. Considering the procedural specifics, training for these election commissions will be carried out in four stages.
According to the training concept developed by the Training Centre, the implementation of the I stage of the program starts on August 29, 2025, which is dedicated to the retraining of the PEC head officials (commission chairperson, deputy chairperson, secretary). As part of the specialized program, participants will receive thorough information about the services to be provided to voters prior to the E-day and aspects related to tablet management during the election administration process. The course will discuss important issues such as:
- Mechanisms for providing a service for verifying data in the Unified Voter List (publication of the unified voter list; distribution of voter cards);
- Mechanisms for providing a service for making changes to the unified voters' list (receive/register applications from voters/other authorized persons and forward them to the District Election Commission (DEC) for response; publication of the decision made by the DEC on making changes to the list);
- Mechanisms for providing mobile ballot box voting services (receipt/registration of voter applications and inclusion of voters in the mobile ballot box list based on them; publicizing the decision to include a portable ballot box in the list);
- Mechanisms for providing services to facilitate the participation of voters in wheelchairs in the voting process (receive/register voters' applications requesting inclusion in the special list of adapted polling stations and forward them to the DEC for response; publicizing the decision made by the DEC on inclusion in the special list);
- Rule of proceedings in the PEC (in order to standardize the proceedings, within the framework of the program, the PEC head officials will receive detailed information on the procedure for maintaining the registration journal, the structure of the acts/forms developed for the purpose of proceedings and the procedure for filling them out will be discussed);
- Tablet management during the polling administration process (Functions of the CEC application loaded on the tablet, the purpose of their use, and the periods of the election day when these functions are activated on the tablet).
The trainings will be based on practical training, and various thematic exercises will be performed, including a focus on the functionality of the electronic device/tablet integrated into the voting process and the development of its management skills during the polling administration process. In addition, participants will get acquainted with the risk management mechanism in the process of sending copies of summary protocols of polling results to the CEC.
