According to the concept developed for Municipal Elections by the CEC and the Training Centre, the III stage of training will start on August 25, 2025, for those Precinct Election Commissions (PEC) that conduct the polling process using electronic voting machines.

Within the framework of ongoing trainings, this stage is dedicated to the retraining of the PEC head officials (commission chairperson, deputy chairperson, secretary).

The trainers of the Training Centre will provide the target audience with detailed information regarding the implementation of organizational/supervisory powers of the PEC head officials. The following main aspects are discussed:

• Procedures to be carried out before the start of the polling process at the polling station on Election Day (including the registration of persons entitled to be present at the polling station; reflection of the functions to be performed by the PEC members in the record book; announcement of quantitative data, filling of demonstration protocol);
• Procedures to be followed to ensure the polling process using a mobile ballot box (including identifying supervisors by casting lots from among those authorized to be in the building);
• Determining voter turnout during the polling process at a polling station (transmission of data to the CEC and reflection in the relevant demonstration protocols);
• Procedures to be carried out from the closing of the polling station to the compilation of the summary protocol of voting results (including opening the portable ballot box and placing ballot papers in the main ballot box using the electronic vote counting machine; printing, publicizing and transmitting to the CEC via tablet a consolidated extract of preliminary results from the vote counting machine; conducting the ballot sorting and counting procedure; ensuring the involvement of observers, representatives of election subjects and the scope of their observation);
• Summary of voting results at the polling station (procedure for filling out summary protocols of voting results, ensuring the publicity of protocols and the procedure for issuing certified copies of protocols upon request of persons entitled to be present in the polling station);
• Logistical process to be carried out by the PEC after the completion of the voting process (electronic voting machines, election documentation, inventory to be transferred to the District Election Commission (DEC)).

In addition, the training participants will be familiarized with the memorables prepared for PEC by the CEC and the Training Center. The aforementioned supporting resources systematize the activities to be performed by the head officials and members of the commission according to their functions, which aims to facilitate the uniform use of information received during trainings in practice and the organized conduct of the polling process.
