To ensure high-standard administration of 2025 Municipal Elections, the CEC and the Training Centre are continuously implementing professional training programs for election commissions.
At the current stage, on August 19, the Training Centre conducted a large-scale informational-study project for all 73 District Election Commissions (DEC). The target audience of the program was the entire staff of the DECs. 788 members participated in it.
The program was held in a hybrid format and consisted of two stages: distance training and practical face-to-face training. Director of the Training Centre, Natia Zaalishvili opened online meeting, she focused on the importance of increasing the efficiency of election administrators' management and the involvement of all members of election commissions in this process.
During the online meeting, the trainers of the Training Centre discussed in detail the following issues related to the mandate of the DEC with the participants: international standards for conducting elections; uniform application of legislation and the importance of oversight mechanisms over the activities of subordinate precinct election commissions; ensuring the arrangement of polling buildings and providing them with equipment/inventory; aspects of communication/coordination with PECs on election day; conducting the polling process using electronic technologies; guaranteeing the free expression of voters’ will; protection of the secrecy of the vote and the personal data of voters at the polling station; supporting an inclusive electoral environment; ensuring conditions for unhindered observation of the voting process; publicity of preliminary results and summary protocols of polling stations; process of tabulating voting results by the DEC (including the grounds and procedure for verification and recount of polling results by the PEC), rules for responding to voting applications and complaints by the DEC.
After the online informational meeting, a demonstration of operating of electronic voting machines was held in the buildings of the DECs with the direct involvement of commission members. Participants discussed in practice the functionality of the voter verification machine, the special electronic vote counting machine, and the tablet designed for transmitting preliminary results.
