The CEC and the Training Centre are launching a large-scale project to retrain members of Precinct Election Commissions (PEC) for October 4, 2025 Municipal Elections. The trainings will be held from August 21 to September 26, 2025.
The training of Election Administrators will be carried out in two specialized directions:
279 trainers trained by the Training Center will conduct intensive trainings for PECs members across the country.
According to the concept developed by the Training Centre, trainings will be conducted according to the following system:
With a focus on voter service, training participants will receive specialized knowledge on procedural issues within the framework of thematically designed programs according to training stages. During the PECs trainings, an important place will be devoted to such issues as: equal and accessible election services for voters; guaranteeing the free expression of the voter's will; secrecy of vote and protection of voter's personal data at the polling station; creation and support of an inclusive election environment; ensuring the conditions for unhindered observation of the process; publicity of preliminary polling results and summary protocols. The program includes simulations and role-playing games to analyze and study the operation of electronic voting machines, procedural aspects of voting, and the conduct of the vote counting process. Trainings will be conducted with a maximum load of practical exercises on the procedure for filling out summary protocols of voting results.
The training schedules for PEC members will be published on the websites of the CEC and the Training Center in stages.
