I Stage Trainings for Precinct Election Commissions Conducting the Polling Process Using Electronic Devices

According to the training concept developed by the Training Centre, the implementation of the training program for those Precinct Election Commissions (PEC) that conduct the polling process using electronic voting machines will begin on August 21, 2025.

I stage trainings are dedicated to the retraining of the PEC head officials (commission chairperson, deputy chairperson, secretary). Within the framework of the specialized program, head officials of election commissions will receive exhaustive information about the services to be provided to voters in the period leading up to polling day. Important issues will be discussed, such as:

  • mechanisms for providing a service for verifying data in the unified voter list (publication of the unified voter list; distribution of voter cards);
  • mechanisms for providing a service for making changes to the unified voters' list (receiving/registering applications from voters/other authorized persons and forwarding them to the District Election Commission (DEC) for response; publication of the decision made by the DEC on making changes to the list);
  • mechanisms for providing mobile ballot box voting services (receipt/registration of voter applications and inclusion of voters in the mobile ballot box list based on them; publicizing the decision to include a mobile ballot box in the list);
  • mechanisms for providing services to facilitate the participation of voters in wheelchairs in the voting process (receive/register voters' applications requesting inclusion in the special list of adapted polling stations and forward them to the DEC for response; publicizing the DEC decision on inclusion in the special list).

In addition, in order to standardize the proceedings in the PEC, within the framework of the program, the head officials of election commissions will receive detailed information on the procedure for maintaining the registration journal, the structure of acts/forms developed for the purpose of case management and the procedure for filling them out are discussed.

The trainings will be based on practical training, and various thematic exercises will be performed.
