The CEC and the Training Centre are launching a cycle of certification exams.
Through the period of May 22 - 28, 2025, interested individuals will have the opportunity to register for one of the exams of their choice:
The examination process helps to determine a citizen's knowledge of Georgian electoral legislation. Upon passing the exam, the citizen is awarded a certificate, the validity of which is determined by a period of 5 years from the date of passing the exam. According to the election legislation of Georgia:
a) Certification exam for election administration officials - is mandatory for election/appointment to relevant positions in the CEC and district election commission. The aforementioned certificate is also valid for the position of a head official and member in a precinct election commission.
b) Certification exam for precinct election commission head officials - is mandatory for election to the position of chairman, deputy chairman, or secretary of the precinct election c The aforementioned certificate is also valid for the position of a member of a precinct election commission (the requirement does not apply to commission members appointed by political parties)
c) Certification exam for precinct election commissions members – is mandatory for election to the position of a member of the precinct election commission (the requirement does not apply to commission members appointed by parties).
Examination cycle implementation period:
LEPL Centre for Electoral Systems Development, Reforms and Training (Training Center) provides certification exams.
Those willing to take the exam can register for the desired exam remotely, from May 22, 10:00am to May 28, 2025 to 24:00pm by clicking on the banner "Certification Platform" posted on the website of the CEC and the Training Centre.
Applicants can also apply to the certification exam secretariats, in the period of May 22 - 28, from 10:00am to 18:00pm, except for the weekends and holidays (the addresses of the exam secretariats are given in the link - available in Georgian). The citizen must carry the identity card or the passport of citizen of Georgia.
During the registration process, interested persons will have the opportunity to choose one of the 37 exam centers open throughout Georgia to take the exam: Tbilisi (4 locations), Gurjaani, Sighnaghi, Telavi, Rustavi, Marneuli, Gardabani, Bolnisi, Tetritskaro, Mtskheta, Dusheti, Gori, Borjomi, Akhaltsikhe, Akhalkalaki, Ninotsminda, Sachkhere, Zestaponi, Bagdati, Tkibuli, Tskaltubo, Kutaisi, Ambrolauri, Tsageri, Senaki, Zugdidi, Khobi, Poti, Mestia, Ozurgeti, Batumi, Kobuleti, Daba Shuakhevi and Khulo (addresses of exam centers by municipality and the number of places available for participants are provided at the link).
Representatives of accredited local NGOs and international organizations which meet the requirements established by the Organic Law of Georgia "Election Code of Georgia" for observer organizations and observers, will be admitted as observers at the exam in order to ensure publicity of the exam. Accreditation for the exam is possible remotely: from May 22, 2025, 10:00am to May 28, 2025, 24:00pm, by sending application (available in Georgian) at the email: centre@electionreforms.ge, also, in the respective examination centers through the secretariat: through the period of May 22 - 28, 2025, from 10:00am to 18:00pm, except for the weekends and holidays.
Exam tests approved by the CEC decree are used for the certification process in an unchanged manner, which are available on the CEC and Training Centre websites under the banner "Certification Platform" (available in Georgian). In order to promote an inclusive electoral environment, the exam for election administration officials, precinct election commission head officials and members will also be conducted using exam tests translated into Armenian and Azerbaijani languages.
Certification exams are being conducted via e-testing method. 24 exam tests are automatically selected for each examinee in the electronic program, using a random selection method. The examinee must score 15 points. To prepare for the exam, an interested person can take a mock certification exam. For this purpose, one should visit the banner “Certification Platform” posted on the website of the CEC and the Training Centre. The mock exam software visuals match the actual exam format. Tests intended for the real exam, including those translated into Azerbaijani and Armenian languages, are used in the mock exam.
