The CEC and the Training Centre are launching the implementation of study project "Election Administrator Courses" in all municipalities across Georgia.

Taking into account the strategic direction of institutional strengthening of the Election Administration, the project aims to retrain the potential human resources of the Precinct Election Commissions, in order to further facilitate the selection of qualified election administrators by the election administration.

Within the framework of the three-day program developed for the training course, participants will receive specialized knowledge on the following key issues: review of the system for municipal elections to be held in October 2025; trends in election modernization and management of electronic voting machines in the administration of voting process; service provided by the Precinct Election Commission to voters during the voting process; the importance of an inclusive electoral environment and facilitating the independent participation of voters with disabilities in the polling process using election machines; the procedure for counting votes at the polling station and summarizing the polling results; persons with the right to be present at a polling station and their role in ensuring the conduct of democratic elections.

The training course will be conducted by trainers trained by the Training Centre.

Information for individuals willing to participate in the project:

A citizen of Georgia can take a course from the age of 18, unless the following information is confirmed to the citizen at the moment of registration in the project:

a) after the appointment of either of the last two general elections or the last two by-elections, the citizen was an appointed member of the election commission by the political party, election subject or a representative of the election subject;

b) the citizen has been a donor to any party since the beginning of the year of the last general election or the beginning of the year of the last by-elections;

c) citizen was released from his position in the Election Administration of Georgia by the election commission or the court due to the violation of the election legislation of Georgia, - within 4 years from the date of disposal;

d) the citizen was recognized by the court as an administrative offender due to the violation of the election legislation of Georgia, - within 4 years after the entry into legal force of the court decision.

Procedure for registration:

• those willing to participate in the project must register for the study course through a special electronic platform (konkursi.cec.gov.ge - available in Georgian) from April 8 to April 17, 2025 until 6:00pm (including holidays); A photo copy of the identity document (identity card, passport) must be attached to the completed application (available in Georgian);
• persons willing to participate in the project also have the opportunity to submit the required application and a photo copy of the identity document to the relevant District Election Commission (DEC) for the purpose of registration on the study course (at the address specified in the table), from April 8, 2025, 10:00am to April 17 2024, 6:00pm (except for holidays):

During the selection of participants for the project, preference will be given to those applicants who have working experience in Election Administration, own the Certificate of Election Administration Officer, Certificate of PEC head official/member, Certificate of participation in the study programs conducted by the CEC and the Training Centre. In addition, scope of the indicative number of participants given in the above table according to the DECs will be considered.

Note:

• application submitted late or incomplete will not be considered.
• course will be held through the period of May 13-29, 2025 (course duration three days).
• Individuals selected to participate in the project will be invited to the course no later than May 7, 2025. participants will be informed about the specified date and time of the start of course, as well as further communication with the participants based on the needs of the project will be carried out in the form of sending messages to the e-mail address specified in the application form or in the form of telephone communication.
• participants will undergo study course in the venue located in the operational territory of the DEC, specified in the application form.
• costs related to transportation of the participants will not be reimbursed.
