Distance Course ''Election Campaign and Administrative Resources - Prevention of Illegal Use of Administrative Resources in Election Processes and Response to Violations''
Projects focused on strengthening of civil electoral awareness for the parliemantary elections of Georgia on October 26, 2024 continue.
In accordance with international good practice, at this stage, the CEC and the Training Centre have updated the informational-study course intended for civil servants, which envisages promotion of raising the awareness for the purposes of prevention of misuse of administrative resources and abuse of a position in public agencies during the election process.
The informational-study course is prepared in a remote format and is placed on the electronic learning platform integrated on the website of the Training Centre: https://electiontraining.cec.gov.ge/. The mentioned resource gives civil servants, as well as any other interested person, the opportunity to access thematic information without limitation in time and space. The course covers the following main modules:
- The role of civil servants in the process of conducting elections democratically
- Legal status of civil servants in election processes
- Pre-election campaigning by public servants, participation in campaigning - admissions and limitations
- Use of administrative resources in the election process - admissions and limitations
- International standards regarding restrictions on the use of administrative resources in the election process
- Prevention of illegal use of administrative resources in the election process and response to violations
The block of test tasks integrated into the electronic training program creates an additional resource for verifying knowledge on thematic election issues. After successfully passing the testing process, the user receives an electronic certificate.
In order to promote the involvement of civil servants in the informational-study program and delivering information about training resources to state agencies, at the central and municipal levels, the CEC and the Training Centre cooperate fruitfully with the Civil Service Bureau and the Interagency Commission for Free and Fair Elections.
The CEC and the Training Centre implemented the informational-study project for civil servants for the first time in 2020 with the support of the Council of Europe office. Due to the high interest of civil servants, about 30 000 people took part in the program in 2020-2021.
