According to the training concept developed by the Training Centre for October 26, 2024, Parliamentary Elections of Georgia the trainings for the members of Precinct Election Commissions (PEC) starts on September 14.
The training of election administrators will be carried out in two profile directions:
The training programs and educational resources developed by the Training Centre provide for the promotion of strengthening the professional skills of each election administrator, adaptation to the novelties and also, the development of corporate culture, which is important for the PECs to carry out its activities based on collegiality and professionalism.
Within the framework of the training programs, PEC head officials and members will receive specialized knowledge, acquire/deepen the practical skills of managing voting processes, get detailed information about the activities to be carried out by them and the standards, the uniform fulfillment of which is essential in the process of providing qualified service to voters.
During the PECs trainings, an important place will be devoted to such issues as: equal and accessible election services for voters; guaranteeing the free expression of the voter's will; secrecy of vote and protection of voter's personal data at the polling station; creation and support of an inclusive election environment; ensuring the conditions for unhindered observation of the process; publicity of preliminary polling results and summary protocols. In this context, the guiding principles of PECs’ activities (legality, political neutrality, professionalism), ethics norms and duties to be performed within the mandate of the PEC are discussed.
Focusing on the training outcome, the participants will gain knowledge on procedural issues within the framework of thematically prepared programs according to the training stages.
According to the training concept, the first stage trainings will be devoted to the retraining of PEC head officials. The electoral services offered to the voters before the polling day, the powers and organizational functions of the head ofiicials of the commissions will be discussed, the focus will be set on the functionality of electronic devices integrated in the polling process and the development of their management skills.
