In order to support the selection process of qualified election administrators, the CEC and the Training Centre, from May 8 to June 8, 2024, implemented the informational-training project "Election Administrator Courses". The mentioned initiative echoes the recommendations reflected in the reports of the observing organizations and, in accordance with the electoral reform, aims to train the potential personnel resources of the Precinct Election Commissions (PEC) on election technological innovations.
The project was held in all 64 municipalities throughout the country. Within the framework of the program developed by the Training Centre, the participants underwent program according to the profile selected course:
In accordance with the profile directions, the participants received specialized knowledge on the following main issues: modernization trends of the October 2024 elections of the Parliament of Georgia; use of electronic technologies in the voting process; realization of the voter's electoral right, secrecy and protection during the polling process; the importance of an inclusive election environment and the promotion of independent participation of disabled voters in the polling process using election machines.
In the training program, important emphasis was placed on the technological innovations integrated in the election process. The participants, in accordance with the activities of the Precinct Election Commission, studied the functionality of the devices and for this purpose, in the format of episodic stagings of voting procedures, managed voter verification devices, special electronic vote counting devices and tablet computers intended for the transmission of preliminary voting results.
16514 citizens participated in the project (women-13502; men-3012). Among the beneficiaries, the certificate of completion of the full course will be given to 16392 persons (female-13424; male-2968), of which according to profile directions:
"Election Administrator Courses" were conducted by 170 trainers. Training of trainers was provided by the Training Centre in partnership with the International Foundation for Electoral Systems (IFES).
