In order to support the selection process of qualified election administrators, the CEC and the Training Centre continue implementation of informational-educational projects.
At the current stage, the project "Election Administrator Courses" has been planned for the potential head officials and members of Precinct Election Commissions (PEC). The mentioned initiative echoes the recommendations reflected in the reports of the observing organizations and, in accordance with the electoral reform, aims to train the potential personnel resource of the PECs on election technological innovations.
The area of the project is large-scale, its implementation is planned in all municipalities of Georgia. In the preparatory stage, the Ttraining Centre will train 169 trainers in the period of April 8-26, 2024. At the implementation stage, in the period of May-June of this year, the trainers will conduct "Election Administrator Courses" in two profile areas:
The following main issues are discussed within the framework of the information-educational course: main legislative and technological innovations envisaged by the electoral reform; conducting the voting process by the PECs’ with electronic election machines, technical skills of managing the machines and serving the voters using them; secrecy of the vote and important aspects of the activities to be performed within the mandate of the commission in this regard. The program is based on a practical training component, participants will manage voter verification machines, special electronic vote counting machines and tablet computers for transmitting preliminary voting results in a training/test mode.
Training of trainers for the project "Election Administrator Courses" is carried out by the Training Centre in partnership with the International Foundation for Electoral Systems (IFES).
