LEPL Centre for Electoral Systems Development, Reforms and Training holds trainings for the members of Precinct Election Commissions (PEC) for October 1, 2023 Extraordinary and By-Elections.
In accordance with the training concept, II stage is devoted to the training of the PEC members elected by the District Election Commissions (except for the head officials of the election commissions) and PEC members appointed by the authorized political parties.
In order to provide a qualified service to the voters, within the framework of an intensive training program, the participants will be provided with detailed information on the functions to be performed in a profile manner during the voting process (voter registrar, flow regulator, mobile ballot box transporter).
Due to the high importance of informing the electorate on novelties integrated into the voting process, at the polling stations where voting is conducted using electronic devices, commissions’ members will be instructed on the communication to be carried out with voters while performing the function of voter registrar and on the explanations to be given to the voters on the procedural novelties of voting. In addition, based on the method of practical training, the members of the commission will simulate the operation of electronic devices in the format of synchronous training.
During the training process, among various thematic issues, attention will be focused on the rights and duties of election administrators and persons authorised to be at the polling station to ensure the secrecy of vote, as well as the protection of voter's personal data.
In order to promote the inclusiveness of the polling process, in accordance with the training program, PEC members will also get aquainted the speech etiquette and norms of behavior to be considered in the process of implementing the service for disabled voters.
