From April 28, 2020, the CEC and the Training Center will implement the training course “Courses for Electoral Administrators – for Potential members of PEC, in all municipalities throughout Georgia.

The awareness-raising and training course developed by the Training Center as part of the project envisages subject-specific instruction. A three-day training program is dedicated to the matters of voting day procedures and the powers of PECs and is aimed at supporting the development of qualified human resources of the Election Administration.

As part of the practical training utilized in the training program the participants will be acquainted with the following key topics:

• Guidelines of the democratic electoral process (including the secrecy of vote principle);
• Election administration structure, guidelines for PEC members’ activities (the code of ethics);
• Overview of PEC regulations (the rule of operation of a PEC);
• Activities of a PEC during the period until the voting day;
• Opening a polling station and procedures to be performed up to the start of voting;
• The performance of their functions by PEC members during the voting process and the voting procedure;
• Identification of procedural risks during voting and taking relevant response actions;
• Protecting voters’ personal data;
• Closing a polling station;
• Counting ballot papers, developing and publishing a summary protocol of voting results;
• Voting day applications/complaints.

DEC members trained by the Training Center and the Election Administration trainers will deliver the Training Courses for Electoral Administrators.

Information for individuals willing to take part in the training program

• A citizen of Georgia over 18 years of age is eligible for the training course. Work experience at the Election Administration, experience of the involvement in elections in the capacity of an observer, Election Administration officer’s certificate, certificate from the training project – Courses for Electoral Administrators – for potential lawyers of DECs and/or from the training project Electoral Development School is desirable.
• The registration of applicants for the training program will take place from March 16 through March 27, 2020.
• For registration, applicants should fill out an application (See the Application Form), and append the following documentation:
• a photocopy of an identification document (ID, passport);
• A photocopy of an election administration officer certificate, a certificate of the training project Courses for Electoral Administrators – for potential lawyers of DECs and/or of a certificate from the Electoral Development School (if applicable).
• For registration, applicants should submit a filled out application, along with the appended documentation, to the relevant DEC: in hard copy (to the address provided in the table, from March 16, 10:00 am to 18:00 on March 27, 2020, except for the weekends and holidays) or electronically (to the e-mail address provided in the table, from March 16 to 12:00 am on March 27, 2020).
• The number of the participants envisaged by DECs will be taken into account in the process of the selection of participants for the program:

• The documentation submitted after the deadline will not be considered.
• The Training Courses for Electoral Administrators – for potential PEC members will be implemented within the jurisdiction of DECs, according to the location for the submission of documentation by applicants;
• The training program will be implemented during April 28 – May 29, 2020.
• The selected participants will be invited to the training no later than April 16, 2020. The participants will be informed about specified date of the trainings based on the needs of the project, further communication with the participants will be made via e-mail to the e-mail indicated in the application form or by phone.
• Transportation and meals related costs of the participants will not be reimbursed under the project.
