Training Courses for Electoral Administrators

From September 25, 2019, the CEC and the Training Centre will implement the training project - Courses for Electoral Administrators across all municipalities throughout Georgia.

The awareness-raising and training course developed by the Training Centre as part of the Project envisages profile training. A three-day training program focuses on voting day procedures and the powers of PEC, and is aimed at supporting the development of qualified electoral administrators’ staff.

By employing the practical teaching method, the participants will be acquainted with the following important topics:

Guiding principles of a democratic electoral process (including vote secrecy);
The structure of electoral administration, guidelines of electoral officers (the code of ethics);
Activities of PECs during the period up to the voting day;
Opening a polling station and procedures prior to the start of voting;
Duties of PEC members in the course of voting process and the voting procedure;
Identify procedural risks during voting and take responsive action;
Protecting personal data of voters;
Closing a polling station;
Develop a voting results summary protocol and publicity;
Voting day applications/complaints.

The courses for Electoral Administrators will be delivered by DEC members trained by the Training Centre and the trainers of the Election Administration.

Information for those willing to take part in the training program:

Citizens of Georgia aged 18 years and above are eligible for the training course. Experience of working at the Election Administration, experience of serving as an observer at elections, electoral administration officer certificate, certificate of the training Project Electoral Administrator’s Courses – for potential lawyers of DECS and/or a certificate from the training project Electoral Development School project is desirable.
Registration of applicants will take place from August 29 through September 10, 2019, from 10:00 am to 18:00 pm, except for weekends. For registration, individuals should fill out the application (SeeThe Application Form (available in Georgian)), and append the following documents:
A photocopy of an identity document (ID, passport);
A photocopy of a certificate of an election administration officer, of a certificate of the Training Project Courses for Electoral Administrators – for potential lawyers of DECs and/or of a certificate from the Electoral Development School (if applicable).
For registration, applicants shall submit the completed application, along with appended documents, to a relevant DEC indicated in the table below. It should be noted that the number of participants to be selected by DECs will be limited as provided in the table:

Documentation submitted after the deadline will not be considered.
The Training Courses for Electoral Administrators – for Potential PEC members will be implemented by the place of submission of documentation by applicants, within the DEC territories.
The training program may be conducted in two stages:

Stage 1: September 25 – October 25, 2019

Stage 2: November 25 – December 13, 2019

Participants selected for the training will be invited no later than September 20, 2019. Training participants will be informed about specified date of trainings subsequent communication with participants in relation to the project will be made by means of an e-mail message to the e-mail address included in the application form or via telephone communication.
The project will not cover participants’ costs of travel and meals.
