Attendance Statistics of PEC members’ trainings for the second round of May 19, 2019 By - Elections

During June 3-5, 2019, members of the PECs under N 1 Mtatsminda District Election Commission were trained for the Second Round of the May 19, 2019 Parliamentary By - Elections of Georgia. The Training was delivered by the Training Center representatives according to the Trainings Concept (available in Georgian) developed by the Training Center.   

PEC members’ trainings were held in two stages. First stage trainings were focused on PEC leadership, while replacement (new) members of PECs were trained during the second stage.

As part of the training program, PEC members were acquainted with the following key topics:

  • opening a polling station and procedures prior to the start of the voting process;
  • activities of PEC members during the voting process to support exercising electoral rights of voters;
  • identification of procedural risks in the voting process and responding to those;
  • voters’ personal data protection;
  • rights of individuals authorized to be at a polling station;
  • activities of PEC members in the process of closing a polling station and vote counting;
  • summarizing voting results at PECs and instructions for completing voting results summary protocols;
  • sealing electoral documentation;
  • regulations about photo and video recording at election precincts and electoral security;
  • voting day applications/complaints;
  • keeping voting day log book.

To enhance procedural knowledge of PEC members, the training was delivered using a combined methodology; including episodic role plays were performed by the participants, to develop practical skills. As part of the practical training, DEC and PEC members were also familiarized with the matters of participation of voters with disabilities in elections, via a video clip and through relevant instructions.

Training attendance statistics:

  • 83 leadership representatives of 31 PECs took 1st stage training, among them – 74 women; 9 men;
  • 19 new members of 31 PECs took 2nd stage training, among them 17 women, 2 men.
