From June 20 through July 2, 2019, the CEC and the Training Center will hold the Training Project Courses for Electoral Administrators – for Potential DEC Lawyers.

The awareness-raising and training course developed by the Training Center as part of the project envisages profile training. A two-day training program will focus on the rule of administrative proceedings related to voting day applications/complaints and is aimed at supporting the development of qualified and skilled human resources within the Election Administration.

In the format of the practical training method used in the training program the participants will get acquainted with such important topics as:

• causes of electoral disputes: identifying procedural risks at polling stations on a voting day;
• administrative proceedings;
• organizing and holding DEC session;
• prepare DEC/DEC Chair decision around electoral disputes;
• counterclaim form and details.

Information for those interested to take part in the training program:

• citizen of Georgia with higher law degree is eligible to take part in the training course. The following is desirable: work experience as a lawyer, experience of working at the Electoral Administration, Administration Officer’s certificate, certificate from the training project Electoral Administrator’s Courses – for Potential PEC members and/or from the training project Electoral Development School.
• registration of applicants will take place from June 3 through 11, 2019, from 10:00 to 18:00, except for weekends. For registration, applicants should fill out the application (See the Application Form (available in Georgian)) and append the following documents:
• a photocopy of a university diploma;
• a photocopy of an identity document (ID card, passport);
• a photo copy of a certificate of the election administration’s officer, certificate under the training project Courses for Electoral Administrator – for potential members of DECs and or a photocopy of the Electoral Development School certificate (if applicable).
• for registration, applicants shall submit completed application, with appended documentation, to a relevant DEC:

• 
  applicant for the program who submits complete documentation to DEC for registration, will take testing on the same day. Based on the results of testing participants will be selected for the training program. The test is comprised of the questions about the Organic Law of Georgia the Election Code of Georgia and about the General Administrative Code of Georgia. Applicants may also be interviewed, if necessary.
• in the process of selection of participants for the program, the limit on the number of participants will be considered, namely, no more than two participants per election district indicated in the above table.
• information about an exact date and time of an interview, provided interview stage is determined in the process of selection of participants for the program, invitation of selected participants to the training, further communication as needed with participants will be sent to and executed through e-mail messages to e-mail addresses indicated in the application form or via telephone.

Note:

• given the goal of the project that is directed at the identification and development of potential lawyers’ resources for DECs, during the selection of participants for the program the documentation of those individuals who have taken the above-mentioned training program delivered by the Training Center in 2018, as well as the documentation of current employees/members of the Government Administration will not be considered.
• incomplete documentation and/or documentation submitted after the deadline will not be considered.

Additional information:

• Courses for Electoral Administrators – profile program for potential DEC lawyers will be conducted during June 20 through July 2, in Tbilisi, at the following address: 13^th, D. Aghmashenebeli Alley (the CEC building). CEC representatives will deliver the training program.
• The duration of the training program is two days. The Training Center will provide meals to the participants, as needed, training and accommodation complex services will also be offered to the participants. The project will not cover participants’ travel related expenses.
