To support the development of electoral culture, the Center for Electoral Systems Development, Reforms and Training (the Training Center), offers to interested parties various informational-training programs; among them, during April 1 to April 10, 2019, the implementation of the training program directed at professional development and trainer’s professional skills enhancement is envisaged. The above-mentioned initiative is aimed at identification and development of potential resource of trainers to support the implementation of electoral training programs.
The following is considered under a four-day training program designed by the Training Center for potential trainers:
- Profiled training block– will be dedicated to practical aspects of work of precinct election commissions and procedural matters for supporting the exercising of suffrage by voters during the voting process;
- Specialized training bloc – will be dedicated to the issues oriented at the development of trainer’s skills (training planning and structure; training program design; training delivery methodology; summarizing training evaluation mechanisms; technique for designing and using trainer’s manual; presentation and other professional skills).
The Training Center representatives will deliver the trainings as part of the above-mentioned program.
Information for those willing to participate in the training program
- A citizen of Georgia with higher education degree is eligible to participate in the program. Experience of working as a trainer and/or teacher/instructor is desirable, practical experience of working in electoral administration and/or electoral field, election administration officer’s certificate, certificate of the Training Center Law Clinic and/or Electoral Development School certificate.
- The registration of applicants will take place from February 15 through February 22, 2019. For registration, applicants should fill out an electronic application form (see the link) to which the following documents will be attached:
- a copy of a university diploma;
- a copy of an ID document (ID card, passport)
- autobiography (CV);
- photo dimensions 3X4;
- photo copy of an election administration officer certificate, of the Training Center Law Clinic and/or of the Electoral Development School certificate (if applicable).
- Applicants shall mark a key municipality in a relevant field in the application where, if necessary, based on the Training Center offer, they will carry out trainer’s activity. Those willing to take part in the program are able to mark alternative municipality as well, where, in addition to the main municipality, they will be able to carry out trainer’s activity in cooperation with the Training Center.
- In the process of selection of participants for the program, a municipality indicated by applicants in the application will be taken into account as well as the maximum number of participants envisaged by municipalities provided in the table below:

- Participants will be selected for the program in two stages. During the first stage, candidates will be selected based on the evaluation of submitted documents. During the second stage, selected candidate will undergo testing and interviews.
- Testing and interview stage comprises questions from the Constitution of Georgia, the Organic Law of Georgia “the Election Code of Georgia” and general skills.
Note:
- Based on the goal of the project, that is oriented at the identification and development of new pool of trainers in electoral field, during the selection of participants for the training the documents of those individuals who were under labor relations with the Training Center during 2010-2018 as well as documentation of incumbent employees/members of the Election Administration of Georgia will not be considered.
- Documents submitted that are incomplete and/or are submitted late will not be considered.
- With the applicants who have passed to the interview stage, who have indicated for trainer’s activity area, as a main municipality:
- Tbilisi, Rustavi, one of the municipalities in Shida Kartli or Mtskheta-Mtianeti Regions, interview will be held in Tbilisi;
- one of the municipalities in Kvemo Kartli Region (except for Rustavi), interview will be held in Bolnisi;
- one of the municipalities in the Kakheti Region, interview will be held in Telavi;
- one of the municipalities in Samtskhe-Javakheti Region, interview will be held in Akhaltsikhe;
- one of the municipalities in Imereti or Racha-Lechkhumi and Kvemo Svaneti Region, interview will be held in Kutaisi;
- one of the municipalities in Samegrelo-Zemo Svaneti Region (except for Poti), interview will be held in Senaki;
- one of the municipalities in Poti, Guria Region or Adjara Autonomous Republic, interview will be held in Batumi.
- Notification about the results of the selection of participants for the project, including a specified date of inviting applicants to testing and interview stage, further communication with participants as needed, will take place by sending an e-mail to an e-mail address indicated in the application.
- It is envisaged to deliver a four-day training program for selected participants in Tbilisi. As needed, participants will be provided training and residential complex and meals, throughout the training program. Under the Project, the Training Center will not reimburse transportation expenses (the cost of travel of applicants according to the location of the interviews and of participants to the training location).
- The participants who will successfully pass the training program will be enrolled in the reserve of trainers of the Election Administration. The Training Center may use the mentioned staff resource, based on their consent, for implementing various informational-training programs.
