According to the Training Concept developed by the Training Center for the President of Georgia october 28, 2018 Elections, 3rd stage trainings were implemented for PEC members during October 12 through October 14. Leadership of PECs took part in the trainings.
The specialized training program covered the following key topics:
- PEC powers in conjunction with voters’ lists;
- Organizational functions of PEC leadership in the process of opening polling stations;
- Oversight functions of PEC leadership in voting process and taking response measures;
- Organizational functions of PEC leadership in the course of closing polling stations;
- Oversight functions of PEC leadership during the process of counting and taking response measures;
- The powers of PEC leadership in the process of drawing up voting results summary protocol and the transfer of documentation to DECs;
- Voting day applications/complaints.
The trainings were delivered through practical methodology, to promote the enhancement of procedural knowledge of the members of election commissions.
Observers from one interntaional observer organization and 5 local observer organizations observed the trainings:
- The OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR);
- International Society for Fair Elections and Democracy (ISFED);
- Youth Center Our Generation 1921;
- International Center for Democratic Initiatives;
- Workers and Students Union for Professional Education and Qualified Personnel Training
- The Union for Democratic Principles and Human Rights of Georgia;
- Georgia's Democratic Principles and Human Rights Union
