In accordance with the Trainings Concept developed by the Training Center for the Presidential Elections October 28, 2018, 1st stage trainings of PEC members were conducted from September 30 through October 2, for the of PECs head officials.
The following key topics were covered as part of specialized training program:
- PEC activities during the period up to the voting day;
- Organizational, oversight and response powers of PEC head officials on the voting day as part of the management of electoral operations;
- Rights status of individuals authorized to be at the polling station;
- Protection of personal data of voters;
- Communication/coordination with DECs;
- Summarizing voting results at an election commission and completing voting results summary protocol.
To promote enhancement of procedural knowledge of members of election commissions, the training was delivered via a combined methodology. As part of the practical training, PEC members were acquainted with the matters of PWD voters participation in elections, via a showing a video clip and relevant guidance.
Observers from 2 international observer organizations and 9 local observer organizations (a total of 66 observers) attended the conducted trainings:
- Office for Democratic Institutions and Human Rights (OSCE/ODIHR);
- National Democratic Institute (NDI);
- Youth Center – Our Generation 1921;
- International Center for Democratic Initiatives;
- Workers and Students Union for Professional Education and Qualified Personnel Training;
- Unanimity for Public Rights;
- International Society for Fair Elections and Democracy (ISFED);
- Georgia's Democratic Principles and Human Rights Union;
- Institutional Development and Monitoring Center;
- Public Advocacy;
- Public Movement Multinational Georgia.
