At the initiative of the CEC and the Training Center, trainings on legal issues were held for leadership of DECs. During the training, participants discussed such important issues as: administrative proceedings at DEC concerning the consideration of polling day application/complaint, preparing decisions about administrative violations, uniform practice of application of disciplinary measures. The Training Center and CEC Legal Department employees delivered the training course. They designed a special training module comprised of theory as well as practical training.
“Main issue that is very important for us is drawing up legal act. What should be done at DEC to ensure that all legal documents are acceptable for all stakeholders. During the training, we effectively role-played every situation – DEC session, as well as comprehensive consideration of complex applications. For me, as Commission Chair, the above-mentioned training has been interesting and important experience” – Avtandil Osepaishvili, Chair of N 59 Kutaisi DEC, has stated.
The training project was implemented from June 15 through June 26, 2017. The training was delivered in 4 stages, to 7 groups. The composition of the groups included DEC chairs and secretaries, as well as CEC Electoral Processes Management Department leadership and regional coordinators. Moreover, the participants discussed reports of the OSCE/ODIHR observer mission and the recommendations in light of DEC work.
