Attendance Statistics of the Trainings for DECs and PECs members for May 19, 2019 By - Elections of City Assembly (Sakrebulo)

According to the Trainings Concept developed by the Training Center for May 19, 2019 By - Elections, trainings were held for DECs and subordinated PECs members at N11 Sagarejo, N18 Akhmeta, N38 Adigeni and N60 Ozurgeti Municipalities from May 4 to 15, 2019.

Trainings for DECs members were conducted in one stage, while the trainings of PECs were implemented in four stages.

DEC members were familiarized with the matters of their purview, as follows:

  • activities of DECs during the pre-election period;
  • voting day and managing electoral operations;
  • voters’ personal data protection;
  • communication/coordination with PECs;
  • summarizing election polling results at DECs;
  • credibility and security of elections.

As part of the training program participants were acquainted with the following key topics:

  • Activities of PECs during the period up to the voting day, including the powers of PECs with respect to the voters lists;
  • Managing electoral operations on the voting day and procedural mechanisms to promote exercising electoral rights of voters in the course of voting;
  • Rights status of individuals authorized to be present at the polling station;
  • Voters’ personal data protection;
  • Communication/coordination with DECs;
  • Summarizing voting results at PECs and completing a voting results summary protocol;
  • Regulations about photo video filming on the day of voting;
  • Electoral security;
  • Voting day application/complaints;

To enhance procedural knowledge of PEC members, the training was delivered using a combined methodology; including episodic role plays were performed by the participants, to develop practical skills. As part of the practical training, DECs and PECs members were also familiarized with the matters of participation of voters with disabilities in elections, via a video clip and receiving relevant instructions.

48 members of 4 DECs took Stage the training, among them 30 – women; 18 – men.

Attendance statistics of PEC members

97 members of 9 PECs took Stage 1 training, among them 84 – women; 13 – men.

101 members of 9 PECs took Stage 2 training, among them 86 – women, 15 men.
