Training for PEC members will be held via 2 level “cascade” system – trainers, which were trained by Center and UNDP trainers, will held trainings for PEC members.

Stage I. Training of Chairman, Deputy Chairman and Commission Secretary of PEC.
Attendance on each training: 18-24 participants
Training date: 1-5 May
The following modules will be discussed on trainings:
Voters’ lists
Arrangement of election station;
Voting date, drafting of conclusive report;
Application/claims of voting date:
Responsibility for violation of election campaign.
Stage II. Training is mainly focused on functions of commission members on election date and considers staging of the election station.
Attendance on each training: 13 participants
Training date: 14-20 May
The following modules will be discussed on trainings:
Voting date, drafting of conclusive report;
Application/claims of voting date:
persons authorized for presence at election station;
Responsibility for violation of election campaign.
Modeling of voting day.
Stage III. Repeated Training for Commission Chairmen and Commission secretaries. Trainings refer to novelties, vote counting procedures and claims.
Attendance on each training: 15-18 participants
Training date: 23-25 May
The following modules will be discussed on trainings:
Procedure for voting and results summing up (brief review);
Exercises for reporting;
Procedures for reviewing/receiving claims;
Responsibility for election law violation (brief review);
Additional trainings will be held for commission members, who weren’t able to attend within scheduled dates.
In the regions populated by ethnic minorities, trainings will be held in Russian Language. Correspondingly, each member of the commission will have opportunity, to lead the process whether they know state language or not. For the regions populated by ethnic minorities were chosen trainers with the knowledge of relevant ethnic minority language except the state language, or the trainers that were representatives of ethnic minorities.

Center/UNDP jointly worked out guidelines and additional materials and the group renewed the educational materials:
