The CEC and the Training Centre continue the professional training of Precinct Election Commission members for the by-elections of municipal councils to be held on 3 October 2026 in the municipalities of Tsalka, Akhmeta, Dmanisi and Vani.

In accordance with the concept developed by the Training Centre, the first stage of the training was conducted on September 2 and focused on issues related to the activities of Precinct Election Commissions during the period prior to the Election Day. The subsequent stages of the training will begin on 17 September and will be completed by the end of the month. Particular emphasis will be placed on the functions to be performed by Precinct Election Commissions to ensure the provision of qualified services to voters on Election Day.

The training sessions will be conducted according to specialized areas. In accordance with the target audience, all procedural issues related to the conduct of voting with or without the use of electoral electronic devices will be covered.

The training will focus on the following key issues:

• Rights, obligations and ethical standards of Precinct Election Commission members and persons entitled to be present at the polling station;
• Protection of voters’ rights and standards for photo and video recording at the polling station;
• Standards of record-keeping during the voting process, including the completion of the registration journal, book of records and demonstration protocol;
• Preparatory procedures to be carried out at the polling station before the start of voting;
• Preparatory procedures required to conduct voting using a mobile ballot box;
• Voting procedures and functions to be performed by Precinct Election Commission members;
• An inclusive electoral environment and services to be provided to voters during the voting process;
• Determining and ensuring transparency of voter turnout during the voting process;
• Closing of the polling station, counting of votes and sealing of election documentation;
• Tabulation and publication of voting results at the polling station;
• Management of procedural risks on Election Day;
• Responding to applications/complaints.

Within the framework of the specialized training program, the purpose and use of the electoral electronic devices integrated into the voting process — the voter verification device, the special electronic vote-counting device and the tablet — will be discussed in detail. Participants will gain practical experience in operating the respective equipment.

The training will be practice-oriented. The program includes simulations of individual E-Day scenarios and the completion of various thematic exercises.
