The CEC and the Training Centre implemented study project "Election Administrator Courses" throughout the country, from May 13 to May 29, 2025. The program aims to retrain the potential human resources of precinct election commissions, in order to facilitate the selection of qualified election administrators by the Election Administration.

The training course was conducted in a face-to-face format based on theoretical and practical study methodology. Participants were introduced in detail to the practical aspects of the activities of Precinct Election Commission with a focus on voter service, in the training format, they provided on the management of voter verification machines, special electronic vote counting machines, and tablet computers intended for transmitting data specified by legislation. In addition, considering the procedural specifics of the 2025 municipal elections, in order to transform the process of counting ballots and compiling summary protocols of voting results into practice, modeling of the aforementioned procedures was carried out with the direct involvement of participants.

The training project was carried out in all 64 municipalities by 231 trainers trained by the Training Centre. 10,079 citizens (8,742 women; 1,337 men) participated in the project. Certificates of completion of the full course were awarded to 9,317 beneficiaries (8,153 women; 1,164 men).
