The cycle of trainings for the members of Precinct Election Commissions (PEC) for Parliamentary Elections of October 26, 2024 continues.
In accordance with the concept developed by the Training Centre, the 1st stage of the trainings was carried out throughout the country in the period of September 14-22, which was dedicated to the training of PECs’ head officials. The II stage of the trainings starts from September 24. Sessions will be held according to profile directions.
Within the framework of the specialized program, which was developed on the issue of conducting the polling process using electronic election machines, the head officials of the election commission (chairman of the commission, deputy chairman) and regular members of the commission (16 members from each commission) will undergo intensive training on the following main issues:
Strengthening the practical skills of PEC head officials in the management of electronic election machines; An overview of the main functions to be performed by the registrar, practical training in working with voter verification machines, provision of uniform and accurate information to the voter on the procedure for filling out the ballot paper and using a special frame-envelope; practical training on the technique of placing ballots in the basic ballot box through a special electronic vote counting machine and ensuring the secrecy of the choice within the mandate of commission.
The specialized program, developed on the issue of conducting the polling process without the use of electronic election machines, provides the training of regular members of PECs (14 members from each commission) on the following main issues:
The procedure for the distribution of functions to be performed on the E-day among the PEC members and the technique of their performance; conducting the polling process at the polling station and through the mobile ballot box, focusing on the qualified service of the voter; within the mandate of the commission, in the process of communication with the voter, providing uniform and accurate information about the manner of filling out the election ballot; ensuring the secrecy of the vote.
In the process of training election administrators, an important emphasis is placed on the aspects of supporting the inclusive election environment, on the services provided to the voters in this regard, and on the functions to be performed by the PEC members.
