The Training Centre Implemented a Large-Scale Project of Retraining the Corps of Trainers for the Elections of the Parliament of Georgia

Through the period from August 19 to September 7, 2024, the Training Centre retrained 219 trainers for the elections of the Parliament of Georgia. The corps of qualified trainers will start implementing the training programs for Precinct Election Commissions (PEC) across the country from September 14.

The training concept and resources developed by the Training Centre provide for the promotion of the professional growth of each election administrator, adaptation to the novelties, and also the development of corporate culture, which is important for each PEC to carry out its activities based on collegiality and professionalism. Considering the mentioned strategic direction, the Training Centre informed the trainers in detail about the activities to be performed by the PECs and the standards, the uniform fulfillment of which is essential in the process of providing a qualified service to the voters.

Within the framework of the trainer training program, an important place was devoted to the discussion of such issues as: conduct of voting procedures in an organized manner by the PEC members in accordance with their functions; equal and accessible electoral services for each voter; guaranteeing the free expression of the voter's will; secrecy of voice and protection of voter's personal data at the polling station; creation and support of an inclusive election environment; ensuring the conditions for unhindered observation of the polling process; ensuring the publicity of the preliminary voting results and summarizing protocols. Considering the electoral reform, emphasis was placed on the practical aspects of working with electronic devices. Mock training sessions were conducted by the participants.

At the next stage, retrained trainers will provide intensive study programs for the PECs’ members, in the operational territory of 73 District Election Commissions, in two profile directions:

  • Program for PECs’ members, who conduct the polling process using electronic election machines (target audience: 2 262 commission members);
  • Program for PECs’ members, who conduct the polling process without using electronic election machines (Target audience: 768 commission members).

Considering the aspects of profile programs, the Training Centre has prepared a pack of relevant training resources for trainers: presentations (according to the stages of trainings to be conducted for PECs); a pack of practical exercises; trainer's manuals. Focusing on results of study program, trainings of election commission members will be conducted using the combined methodology.

The project of the training of trainers was implemented by the Training Centre with the support of the International Foundation for Electoral Systems (IFES).

The retrained corps of trainers will conduct trainings for PEC members in the period from September 14 to October 22, 2024. Detailed schedules will be published on the websites of the CEC and the Training Centre before the start of the trainings.
