In accordance with international good practice, the CEC and the Training Centre continue their activities in the direction of informing about election novelties, with a significant workload.
The information resources and guidelines developed for the October 26, 2024 elections are an essential part of a public platform that provides equal access to election information to any interested party and serves to create a uniform understanding/perception of regulations, rules and procedures.
In this regard, the guidelines for the members of the District and Precinct Election Commissions, which were developed by the CEC and the Training Centre with a new concept, are significant. Emphasis was placed on components such as voter service orientation, practicality, cognitive and at the same time easy-to-understand content.
In addition, the ethical standards of the Election Administrators and the election stakeholders, the legal status and the practical aspects of the implementation of the activities were highlited in the resources. This serves both to promote the process of effective performance of functions, and to strengthen awareness, focusing on the interest of the voter, on the issue of the importance of professional cooperation.
Considering the electoral reform, the procedures for conducting polling process using electronic technologies and without using electronic technologies are discussed in the guidelines in profile manner.
Based on the guiding principle of providing a qualified service to the voters, as a novelty, the guidelines includes indicative "text-boxes" used in accordance with the functions to be performed by the members of the Precinct Election Commission during the polling process, which provides the introduction of a uniform standard and good practice in the implementation of services for voters.
In order to facilitate adaptation to the changes related to the introduction of electronic machines in the polling process, the guidelines have been enriched with important visual material that makes conspicuous their functionality and the techniques of its management.
In addition, considering the interest of the users, the questions regarding the developed topic are presented at the end of each topic and give the possibility of self-assessment of knowledge.
In order to promote an inclusive electoral environment, informational-educational materials, in cooperation with the International Foundation for Electoral Systems (IFES), was translated for ethnic minorities into Armenian and Azerbaijani languages.
In order to facilitate informing of international observers about the election novelties, the Training Centre has elaborated relevant guidelines and provided the translation in English language.
