As part of the strategy to ensure the integrity of the elections, the Election Administration offers an open communication platform to the involved parties in various formats. One of the important activities planned in this direction is related to the continuous informational meetings with the representatives of the observing organizations and to discuss the election technological innovations with them.
It is planned to hold a cycle of informational meetings across the country from September 2024. The CEC and the Training Centre have started to retraining trainers for the mentioned project. The program is implemented with the support of the Parliamentary and Electoral Cooperation Division, Secretariat of the Parliamentary Assembly of the Council of Europe (CoE).
On August 29, at the training of trainers, CEC Chairman Giorgi Kalandarishvili made the opening remarks, he spoke about the importance of cooperation between the Election Administration and the stakeholders, based on transparency and professionalism, to conduct international and European standards of elections.
In the opening part, the Senior Project Officer at the Council of Europe (CoE) Parliamentary and Electoral Cooperation Division, Maia Jorjikia welcomed the participants. As an example of international good practice she singled out the initiative of the Election Administration to discuss with the monitoring organizations the compliance of the implemented election technologies with international principles. In addition, the expert of the Council of Europe, Ardita Driza Maurer, shared with the participants international experience on the opportunities that digital technologies offer to voters, election commissions and observers, and also drew attention to the challenges that may accompany the process.
Considering the task of informing the observing organizations, the Training Centre developed and introduced to the trainers a new module, within the framework of which the following topics are discussed: the role of the involved parties in ensuring democratic elections; international standards for election observation using electronic devices on the course of the voting process; legal status of observers during the voting process; alignment of electoral technologies introduced with a focus on voter service with universally recognized
The Election Process Management Department of the CEC discussed the legislative changes with the trainers, as well as the experience of the Election Administration in conducting elections using electronic technologies, polling day procedures using electronic technologies, voter information campaign and other aspects of Election Administration activities, about which, informing of the monitoring organizations responds to the principle of accountability of the Election Administration.
The training of trainers was conducted in a remote format (using the Zoom platform), 89 members of 73 District Election Commissions participated in it, which, according to the program developed by the CEC and the Training Centre, will ensure the holding of informational meetings with the involved parties at the next stage.
