The CEC and the Training Centre are launching implementation of the informational-educational project "Election Administrator Courses" in all municipalities across Georgia.

The project echoes the recommendations outlined in the reports of the observing organizations and, in accordance with the election reform, aims to train the potential personnel resources of the Precinct Election Commissions (PEC) on election technological innovations, in order to ensure the promotion of the selection of qualified election administrators by the administration.

With the concept updated by the Training Centre, the "Election Administrator Courses" will be held in two profile areas:

• course for potential PECs members – will be implemented through the period of May 8-13, 2024 (course duration one day).
• course for potential PECs head officials - will be implemented through the period of May 14 - June 8 (course duration one day).

Participants, in accordance with profile directions, will receive specialized knowledge on the following main issues: modernization trends of the October 2024 Parliamentary Elections of Georgia; use of electronic technologies in the voting process; realization of the voter's electoral right, secrecy and protection during the polling process; importance of an inclusive election environment and the promotion of independent participation of disabled voters in the voting process using election machines. The courses will be conducted by trainers trained by the Training Centre.

Information for individuals willing to participate in the project:

A citizen of Georgia can take an informational-educational course from the age of 18, unless the following information is confirmed to the citizen at the moment of registration in the project:

a) after the appointment of either of the last two general elections or the last two by-elections, the citizen was an appointed member of the election commission by the election subject, election subject or a representative of the election subject;

b) the citizen has been a donor to any party since the beginning of the year of the last general election or the beginning of the year of the last by-elections;

c) citizen was released from his position in the Election Administration of Georgia by the election commission or the court due to the violation of the election legislation of Georgia, - within 4 years from the date of disposal;

d) the citizen was recognized by the court as an administrative offender due to the violation of the election legislation of Georgia, - within 4 years after the entry into legal force of the court decision.

Procedure for registration:

• those willing to participate in the project can register for only one profile direction of the informational-educational course (on the course - for potential PEC members, or on the course - for potential PEC heads).
• those willing to participate in the project must register for the relevant profile direction of the informational-educational course through a special electronic platform (Konkursi.cec.gov.ge) from April 15 to April 22, 2024 until 24:00pm (including holidays); A photo copy of the identity document (identity card, passport) must be attached to the completed application.
• those willing to participate in the project have the opportunity to submit the required application and a photo copy of the identity document to the relevant District Election Commission (DEC) for the purpose of registration in the relevant profile direction of the informational-educational course (at the address specified in the table), from April 15, 2024, 10:00am to April 22, 2024, 6:00pm (except for holidays):

During the selection of participants for the project, preference will be given to those applicants who have working experience in election administration, Certificate of Election Administration Officer, Certificate of PEC head official/member, Certificate of participation in the training programs conducted by the CEC and the Training Centre. In addition, the gender balance and the scope of the indicative number of participants given in the above table according to the DECs will be considered.

Note:

• application submitted late, incomplete, or in which more than one profile direction is marked will not be considered;
• the informational-educational course will be carried out on the dates determined according to the profile directions:
• course for potential PECs members – through the period of May 8-13, 2024 (course duration one day).
• course for potential PECs head officials - through the period of May 14-June 8 (course duration one day).
• participants will be informed about the specified date and time of the start of course, as well as further communication with the participants based on the needs of the project will be carried out in the form of sending messages to the e-mail address specified in the application form or in the form of telephone communication.
• the participants will undergo an informational-educational course in the venue located in the operational territory of the DEC, specified in the application form.
• costs related to transportation of the participants will not be reimbursed.
