From October 4, 2023, the trainings for the head officials of Precinct Election Commissions (PEC) launches. In accordance with the training concept developed by the Training Centre, intensive program based on practical training will be conducted in 4 stages.

I stage is dedicated to the training of the PEC head officials. Participants will receive information on various important issues related to their mandate:

• organizational functions of PEC head officials before the election day (among them, receiving inventory and election documentation from the District Election Commission (DEC); arrangement of polling station; authorities regarding the formation of the special list of adapted polling station and the mobile ballot box list; organizing the process of issuing voter informing cards in order to inform them);
• supervisory/controlling functions of the PEC head officials during the polling process (opening the polling station; distribution of functions among the members of the commission; persons authorised to be present in the polling station and their legal status; delivering of appropriate service for voters during the voting process by members of the commission);
• organizational functions of the PEC head officials in the process of vote counting and the technique of drawing up the summary protocol of voting results.

Considering the specifics of the voting process, through the training the PECs’ head ofiicials, where the polling will be conducted using electronic technologies, significant attention is paid to the practical use of electronic technologies. PEC head officials will be modelling the operation of electronic devices in the format of synchronous training, in order to study the functionality of voter verification machines, special electronic machines for vote counting and tablet computers for transmission of voting results.

40 trainers trained by the Training Centre will deliver the trainings for the PECs.
