The CEC and the Training Centre updated the certification exam tests for election administration officials

The CEC and the Training Centre continue preparation works for the certification exams.

In accordance with the election reform, the Training Centre carries out profile certification in order to select highly qualified Election Administration officials, Precinct Election Commission head officials and members. Possession of the certificate is a mandatory requirement for the elected/appointed members of CEC, CEC office staff, District Election Commission members, and now, for Precinct Election Commission head officials and members, except for the cases stipulated by the Election Code of Georgia.

In the process of preparing for the certification exams, the Training Centre developed appropriate exam tests, namely:

  • 146 tests for the examination of Precinct Election Commission head officials (available in Georgian)
  • 87 tests for the examination of Precinct Election Commission members (available in Georgian)

In accordance with the functions of the head officials and members of the Precinct Election Commissions, the profile tests include issues from the Election Code of Georgia and the Regulations of the Precinct Election Commission.

  • 840 Tests for Election Administration Officer Certification Exam (available in Georgian)

Tests thematically include issues from the following normative acts: Constitution of Georgia; Election Code of Georgia; CEC Decree of February 6, 2023 N7/2023 “on defining rule and conditions for polling through electronic devices”; Regulations of the CEC approved by CEC Decree N54/2015 of November 25, 2015; Regulations of the District Election Commission approved by CEC Decree N2/2012 of February 3, 2012; The Code of Ethics of Georgian Election Administration Officials approved by CEC Decree N49/2021 of August 23, 2021; CEC Decree N11/2017 of June 27, 2017 "on determination of issues related to labor relations and incompatibility of CEC members and elected members of District Election Commissions".

The mentioned tests are approved by the CEC and used in unchanged manner when conducting exams, unless legislative changes require tests to be adjusted.

In order to promote an inclusive election environment, in accordance with CEC Decree N32/2023 of March 21, 2023, "On the Approval of the Regulations for the Certification of Members and Head Officials of the Precinct Election Commission", the Training Centre provided the translation of the certification exam tests for the head officials and members of the Precinct Election Commissions into languages understandable to ethnic minorities living in Georgia (Armenian and Azerbaijani languages).

The translated bilingual tests are used unchanged in the certification exam (available at the following links):

  • tests for the examination of Precinct Election Commission head officials (ARM)
  • tests for the examination of Precinct Election Commission head officials (AZR)
  • tests for the examination of Precinct Election Commission members (ARM)
  • tests for the examination of Precinct Election Commission members (AZR)

The dates and locations (places) of the certification exams for election administration officials, Precinct Election Commissions' head officials and members are determined by the CEC, and the Training Centre ensures their conduct.

Certification exams will be conducted using the electronic testing method. For each examinee, 24 exam tests are automatically selected using the random selection method, and the examinee must score 15 points to receive a certificate. The validity period of the certificate is determined by the period of 5 years after passing the exam.
