The Central Election Commission of Georgia (CEC) and the LEPL Centre for Electoral Systems Development, Reforms and Training (Training Centre) have started preparation works for the certification exams for the head officials and members of the Precinct Election Commission.
This is a novelty and responds the election reform, according to which, except for the cases stipulated by the Election Code of Georgia, the possession of a certificate was defined as a mandatory requirement for electing the head officials and members of the Precinct Election Commission.
In the process of preparing for the certification exams, the Training Centre has developed exam tests, which, in accordance with the functions of the head officials and members of the Precinct Election Commission, include issues from the Election Code of Georgia and the Regulations of the Precinct Election Commission. Exam tests elaborated in profile include questions on aspects of the use of technology in the voting process.
At the meeting of May 25 of this year, the CEC approved the certification exam tests, namely, 146 tests for the examination of the head officials of the Precinct Election Commission and 87 tests for the certification of the members of the Precinct Election Commission. For the purposes of facilitating the preparation for the certification exams of interested citizens, the developed test catalog includes thematically arranged questions, indicating the correct answer to the test. The mentioned tests are used in an unchanged form when conducting exams, unless legislative changes require tests to be adjusted.
In the direction of promoting an inclusive election environment, the translation of approved tests into the languages of ethnic minorities living in Georgia (Armenian, Azerbaijani languages) is envisaged. The translated tests will also be published on the websites of the CEC and the Training Centre.
The announcement of the certification exams for the head officials and members of the Precinct Election Commission is planned for this year. Examination dates and locations (places) are determined by the CEC, the Training Centre is conducting examination.
Certification exams will be conducted using the electronic testing method. For each examinee, 24 exam tests are automatically selected using the random selection method, and the examinee must score 15 points to receive a certificate. The validity period of the certificate is determined by the period of 5 years after passing the exam.
