From April 11, 2023, the trainings for the members of Precinct Election Commissions (PEC) launches.
In accordance with the training concept developed by the LEPL Centre for Electoral Systems Development, Reforms and Training (Training Centre), study program will be conducted in three stages, among them, two stages will be devoted to the training of PEC head officials. An additional stage of trainings is designed for PEC members who were changed during the period of trainings and those members who could not attend the previous stages of the trainings.
Considering the procedural specifics of voting at the polling stations, the Training Centre developed the profile training program, according to which:
- 117 polling stations will be trained on the regulations for conducting voting using electronic means;
- 47 polling stations - on the procedures for voting without the use of electronic means.
I stage is dedicated to the training of the PEC head officials (chairman, deputy, secretary).
I stage training program intended for 117 PECs’ head officials includes the following main issues:
- technological novelties (operation and manner of use of voter verification machine; operation and manner of use of the special electronic vote counting machine, transfer of information about the preliminary results of voting to the CEC);
- the process of confirming the audit of voting conducted using electronic means;
- organizational functions of PEC head officials before the election day, among them, receiving statements regarding the registration in the special list of the adapted polling station and the request to vote with a mobile ballot box; compilation and publicity of the mobile ballot box list; revealing the PEC members who will accompany the mobile ballot box by casting of lots;
- the technique of drawing up the summary protocol of the polling results of PEC;
- the rules for delivery of inventory and election documentation by the District Election Commission (DEC) to the PEC and return of materials from election precincts.
In order to study the functionality of voter verification and electronic vote counting machines during the voting process, PEC head officials will be modelling the operation of the devices in the format of synchronous training.
56 trainers trained by the Training Centre will provide trainings for 117 PECs.
I stage training program intended for 47 PECs’ head officials includes the following main issues:
- organizational functions of PEC head officials before the election day, among them, receiving statements regarding the registration in the special list of the adapted polling station and the request to vote with a mobile ballot box; compilation and publicity of the mobile ballot box list;
- organizational functions of the PEC head officials in the process of opening the election precinct;
- supervisory/controlling functions of the PEC head officials during the polling process;
- closing of the polling station and organizational powers of the PEC chairman in direction of preparation for the vote counting procedure; functions to be distributed among the PEC members for the purpose of the vote counting process and their performance techniques;
- the technique of drawing up the summary protocol of the polling results of PEC;
- the rules for delivery of inventory and election documentation by the DEC to the PEC and return of materials from election precincts.
9 trainers trained by the Training Centre will provide trainings for 117 PECs.
