LEPL Election for Electoral Systems Development, Reforms and Training (Training Center) announces a competition to identify the resources of potential trainers for the implementation of electoral profile training programs.
Information for those willing to participate in the competition:
- A citizen of Georgia who has a higher education can participate in the competition.
For the purposes of the competition, it is desirable that the applicant has working experience as a trainer and/or teacher, other practical experience of working in election administration and/or election field, certificate of election administration official, certificate confirming participation in election administration training programs (election development school, youth camps).
- Registration of those willing to participate in the competition is carried out through the period of January 20 - 26, 2023. The applicant must complete an electronic application form for registration (visit the link (available in Georgian))
- The following documents must be attached to the electronic application:
- a copy of the document confirming higher education (diploma);
- copy of identity document (identity card, passport);
- autobiography (CV).
The electronic application should also be accompanied by a document/documents that will confirm the applicant's compliance with the desired requirements defined for the purposes of the competition.
- The applicant must mark the main municipality in the relevant column of the application, where, if necessary, he will carry out the activity of the trainer based on the offer of the Training Centre. The applicant can additionally mark in the application one or more alternative municipalities where, in addition to the main municipality, he will be able to carry out the activities of the trainer in cooperation with the Training Centre.
- In the process of selecting applicants, the municipality specified in the application and the scope of the number of potential trainers determined according to the municipalities in the table below will be taken into account:

- Applicants will be selected in two stages. At the first stage, candidates will be selected based on the evaluation of the submitted documentation. Selected candidates will be tested and interviewed at the second stage.
- The testing and interview stage include questions from the Constitution of Georgia, the Organic Law of Georgia "Election Code of Georgia" and general skills.
Note:
- Based on the goal of the project, which is focused on identifying a new resource of potential trainers in the election direction, the documentation of those persons who were in labor relations with the Training Centre in charge of trainer in the years of 2010-2022, as well as the documentation of active employees/members of the Georgian election administration, will not be considered during the selection.
- Documentation submitted incompletely and/or late will not be considered.
- Candidates transferred to the testing and interview stage, who indicated the main municipality as the area of implementation of the trainer's activity in the application:
- from one of the municipalities located in Tbilisi, Rustavi, Shida Kartli or Mtskheta-Mtianeti area, the interview will be conducted in Tbilisi;
- from one of the municipalities located in the Kvemo Kartli area (except Rustavi), the interview will be held in Bolnisi;
- from one of the municipalities located in the Kakheti region, Interview will be held in Telavi;
- from one of the municipalities located in the Samtskhe-Javakheti region, Interview will be held in Akhaltsikhe;
- from one of the municipalities located in Imereti or Racha-Lechkhumi and Kvemo Svaneti area, interview will be held in Kutaisi;
- from one of the municipalities located in Samegrelo-Zemo Svaneti region (except Poti), will be interviewed in Zugdidi;
- from one of the municipalities located in Poti and the region of Guria or the territory of the Autonomous Republic of Adjara, will be interviewed in Batumi.
- Notification about the results of the competition, including the specified date/time of inviting candidacies at the testing and interview stage, as well as further communication with the selected applicants as necessary, will be carried out in the form of sending messages to the electronic address specified in the application.
- The Training Centre will not reimburse the cost related to transportation (the travel cost of the applicants depending on the location of the interview).
Competition schedule:
- Submission of the required documentation for the purpose of registration of those wishing to participate in the training program: January 20 - 26, 2023;
- Review of documentation: January 27 - February 1, 2023;
- Testing and interview: February 7 - 17, 2023;
- Results of the selection of participants for the training program: February 20 - 21, 2023.
Information for applicants selected as a result of the competition
In the period of February 26 - March 12, 2023, the Training Centre will conduct a training program focused on the development of the trainer's professional skills for the applicants selected as a result of the competition.
The four-day training program developed by the Training Centre for potential trainers includes:
- Profile training block - will be devoted to the discussion of the voting procedures at the polling station, including the practical aspects of the implementation of the voting process using technology;
- Block of specialized training - will be devoted to the issues focused on the development of the trainer's skills (planning and structure of the training; training program design; methodology of training; training summary/evaluation mechanisms; Techniques for creating and using a trainer's manual/guide; presentation and other professional skills).
The training program is planned to be held in Tbilisi. Depending on the need, the participants of the training will be provided with services and meals in the training-residential complex in the building of the Central Election Commission of Georgia, during the implementation of the training program. Within the framework of the project, the Training Centre will not reimburse the travel expenses of the participants depending on the location of the training.
The participants who will successfully pass the training program will be enrolled in the reserve of trainers of the election administration. Based on their consent, the mentioned personnel resource can be used by the Training Centre for the implementation of various educational programs.
