For October 2, 2021 Municipal Elections the CEC and the Training Centre carries out the informational-training course for the members of the Precinct Election Commission/Special Group established in the Penitentiary Institutions of the Special Penitentiary Service in order to ensure the participation and realization of the universal suffrage of voters being in the penitentiary institutions of the Special Penitentiary Service.
According to the training concept full composition of the PECs will be re-trained. Participants will receive information on the following key issues within their competence:
- establishing the polling station in a penitentiary institution and term of office;
- compulsory quarantine rule to be taken by the members of the precinct election commission/special group established in a penitentiary institution, as well as by the observer/election subject/media representatives;
- preventive measures to be taken against the the spread of infection (COVID-19) caused by the new Coronavirus (SARS-CoV-2) on Election Day
- opening of the polling station and the persons authorised to be at the polling station;
- procedures to be conducted before the start of polling;
- voting process according to the epidemiological protocol;
- security of the polling process
- accounting of the number of voters participating in the voting;
- closing the polling station and procedures to be carried out before the counting of votes;
- opening of the ballot boxes and the process of countingthe ballot papers;
- the technique of compiling summary protocols of voting results;
- polling day applications/complaints
The training will be based on practical learning; it is provided to perform various thematic exercises.
7 trainers re-trained by the Training Centre will deliver the trainings (DEC Members, who are involved in the project as trainers). The training process is being held in compliance with all recommendations related to the pandemic. The schedule is available at the link.
