Retraining of the PECs members for the Second Round of the Parliamentary Elections of Georgia

To ensure professional development of the members of Precinct Election Commissions (PECs) for the second round of the Parliamentary Elections of Georgia scheduled for November 21, 2020, relevant informational instruction will be provided to them during November 16-19.  

The retraining in order to enhance procedural knowledge of PEC members will be delivered in two stages. Stage I will be focused on the provision of guidance to PEC members (9 members from each PEC, except for PEC leadership), while Stage II will be focused on practical training for the PEC leadership (chairperson, deputy chairperson, secretary).

As part of the informational/educational program developed by the Training Center, PEC members, in accordance with their purview, will be briefed around the key topics:

  • functions of the PEC members on the polling day;
  • the rule of voting by voters (including the principle of free expression of will and the the secrecy of vote);
  • voters’ personal data protection;
  • closing election precincts, functions of the PEC members in the process of sorting/counting/sealing ballot papers;
  • drawing up the summary protocols of polling results and its publicity;
  • legislative response mechanisms to the applications/complaints on the voting day;
  • proceedings of polling day records book;
  • sanitary and hygienic requirements for entering/exiting polling stations and while in/moving around a building, to prevent spreading of the Novel Coronavirus (SARS-CoV-2) infection (COVID-19).

The instruction to PEC members will be provided by trainers trained by the Training Center. As part of this program, 1,923 PECs will undergo practical training (including   9 precinct election commissions set up in exceptional case/in penitentiary institutions), which will serve voters at 17 Majoritarian Districts during the second round of the Elections.
