Attendance Statistics of Election Commissions’ Members Trainings for May 19, 2019 Parliamentary By - Elections and Municipality Mayors’ Extraordinary Elections

According to the Trainings Concept developed by the Training Center for the Parliamentary By - elections and Municipality Mayors’ Extraordinary Elections, trainings were held for the members of N1 Mtatsminda, N22 Marneuli, N51 Zestaponi, N56 Chiatura, N67 Zugdidi and N84 Khulo DECs and respective PECs during April 23 through May 15, 2019.

Trainings for DEC members were conducted in one stage, while the trainings of PECs were implemented in four stages.

DEC members were familiarized with the matters of their purview, as follows:

  • activities of DECs during the pre-election period;
  • voting day and managing electoral operations;
  • voters’ personal data protection;
  • communication/coordination with PECs;
  • summarizing election polling results at DECs;
  • credibility and security of elections.

As part of the training program, PEC members were familiarized with the following key matters:

  • activities of PECs during the period up to the voting day, including the powers of PECs with respect to voters’ lists;
  • managing electoral operations on the voting day and procedural mechanisms to support exercising of voters’ electoral rights during the voting process;
  • rights status of individuals authorized to be present at the polling station;
  • voters’ personal data protection;
  • communication/coordination with DECs;
  • summarizing voting results at PECs and completing voting results summary protocol;
  • regulations for photo-video recording on the voting day;
  • security of elections;
  • voting day applications/complaints.

To enhance procedural knowledge of PEC members, the trainings were delivered using a combined methodology; including episodic role plays, performed by the participants, to develop practical skills. As part of the practical training, DEC and PEC members were also familiarized with the matters of participation of voters with disabilities in elections, via a video clip (available in Georgian) and through relevant instructions.

Attendance statistic of trainings for DEC members,:

65 members of 6 DECs took the training, among them – 34 - female; 31 – male.

Attendance statistic of trainings for PEC members,:

  • 987 leadership representatives of 393 PECs took Stage 1 Trainings, among them 628 women, 359 men;
  • 2,718 members of 393 PECs took Stage 2 Training, among them – 1,841 women, 877 -- men;
  • 992 leadership members if 383 PECs took Stage 3 training, among them – 626 women, 366 men;
  • 327 members of PECs took the additional stage trainings, among them – 209 women, 118 men;
  • 3,703 members of 393 PECs took Stage 4 trainings, among them – 2,489 women; 1214 – men;
