During May 11 through May 15, trainings were implemented for the members of Tkibuli N57 and Tskaltubo N58 DECs and their respective PECs. The trainings were conducted in accordance with the Trainings Concept developed by the Training Center for May 19, 2019 By - Elections of Tkibuli and Tskaltubo Municipality City Assemblies (Sakrebulo).

Trainings of DECs members were conducted in one stage, while the trainings of PEC members were implemented in three stages.

DECs members were acquainted with the matters within their purview, as follows:

• DEC activities during the pre-election period;
• the voting day and managing electoral operations;
• technical support to the operation of special device for voting and vote counting and process security;
• voters’ personal data protection;
• communication/coordination with PECs;
• summarizing election polling results at DECs;
• elections credibility and security.

As part of the Training Program, PECs members were acquainted with the following key matters:

• activities of PECs during the period up to the voting day, including the powers of PECs with respect to voters’ lists;
• managing electoral operations on the voting day – technical support for the operation of polling and vote counting special device and process security;
• procedural mechanisms to promote exercising of electoral rights of voters in the polling process through a special device for voting and vote counting;
• rights status of individuals authorized to be present at the polling station;
• voters’ personal data protection;
• communication/coordination with DECs;
• summarizing voting results at PECs and completing voting results summary protocol;
• regulations for photo-video recording on the voting day;
• credibility and security of electoral;
• voting day applications/complaints.

To enhance procedural knowledge of the members of election commissions, the trainings were delivered through a combined methodology. Among them, to ensure the enhancement of practical skills, the participants performed episodic role plays using voting and vote counting special device. Election commission members also received relevant instructions on the issues of participation of voters with disabilities in voting.

24 members of 2 DECs took the training, among them 19 women, 5 men;

Attendance statistics of PECs members’ trainings:

• 22 leadership members of 8 PECs took Stage 1 training, among them – 16 women, 6 men;
• 69 members of 8 PECs took Stage 2 training, among them – 50 women, 19 men;
• 91 members of 8 PECs took Stage 3 training, among them – 66 women; 25 men.
